Flexible Spending Accounts (FSAs) are special, non-taxed accounts designed to save you money on eligible health care and dependent care expenses. Through FSAs, money is set aside — tax-free — from your paycheck, so you’ll pay less in taxes while increasing your disposable income.

HARRIS COUNTY OFFERS YOU TWO FSA OPTIONS:

  • Health Care FSA – For eligible medical, dental and vision care expenses.
  • Dependent Care FSA – For eligible expenses to care for a dependent child or adult.

1 - The IRS sets the maximum contribution amount for both the Health Care and Dependent Care FSA. The amount listed reflects the 2023 maximum contribution. Harris County has adjusted the maximum contribution due to shortened plan year.
2 - The contribution limit for the Dependent Care FSA can vary based on compensation. The value listed in this chart represents single, or married filing jointly.

Flexible Spending Accounts for the 2023 short plan year will not be set up and available for your use until your first paycheck of the new plan year.

FSA FAQ

WHAT IF I TERMINATE MY EMPLOYMENT OR RETIRE?
Your participation in any FSA program will end. Any contributions made while you were an active employee must be spent before your plan participation ends. Your plan participation will end on the date your active employee insurance ends. All claims incurred while actively at work must be filed by August 15, 2024.
CAN I SAVE TIME BY HAVING MY CLAIM REIMBURSEMENTS DIRECT DEPOSITED INTO MY BANK ACCOUNT?
Yes. You may enroll by logging into myCigna.com. Reimbursement funds will appear in your bank account approximately five business days from the day that Cigna processes your claim. The direct deposit will be reflected in the “check stub” portion of your FSA Explanation of Payment (EOP). The EOP will state the amount of the reimbursement, when the electronic funds transfer was made and when the funds will post to your bank account.
HOW DO I GET CIGNA HEALTH CARE FSA DEBIT CARDS?
  • New enrollees: The FSA debit card is automatically issued to you within 10 business days after your account is set up. Your card can be reloaded for 3 years. If you need additional cards, please contact Cigna at 800-244-6224.
  • Current enrollees: If you were previously enrolled in the Cigna Health Care FSA, please keep your debit card. It will be reloaded with the funds you elect to contribute.
  • Lost cards: If you lose or accidentally discard your debit card, please contact Cigna at 800-244-6224.
